turn on edk2 by default

instead, set build_depend only on boards that don't have it

boards that already set build_depend, where they should not
have edk2, do not set edk2 or have had it removed

TODO: turn on grub/xhci by default. most targets use it
now. this will enable us to mostly never define build_depend,
except on really old coreboot targets, which will increasingly
become the minority in libreboot.
