coreboot: add dell optiplex 5050 sff mainboardHEADmaster

thank you Ron Nazarov for adding this board to coreboot.
thank you Nicholas Chin for assisting Ron with this port.

NOTE:
pcie hotplug disabled on pcie x4 and m2 slot. i added this
patch myself because ron neglected to. it's necessary for
stability in linux when using nvme ssds, otherwise devices
will rename. i don't need to actually confirm whether it
also happens on this board, because turn off hotplug doesn't
really affect the user anyway, so there's no harm turning
this off.
