rom.sh: run make-oldconfig even without UEFI

the last change made me realise that i don't
universally run make-oldconfig on projects.

this is good because we shouldn't do that on
every project. coreboot is the one that changes
the most, and also the one where this option
is mostly stable.

this patch restores the old behaviour. we always
want make-oldconfig to prevent build errors,
because coreboot won't do it automatically during
build.
