change coreboot mkhelper to force rebuildHEADmaster

anyone pulling this patch will have their coreboot
rebuild automatically.

the cook function means that certain changes there
might not apply automatically.

this fixes that. from now on, when i modify the cook
function, i will also modify the mkhelper.cfg

(changes to actual config files in config/ will
always trigger rebuilds)

this will annoy some users, but it will only happen
once, when they build with this patch in their tree.

yes. we must avoid stale builds.
