9020sff: disable rebar

same thing as on 5050sff. no output on intel graphics with
this enabled, in the edk2 payload.

however, my rx6400 worked.

i have an intel arc card arriving, which i know needs rebar
and gop. i'll test it when it arrives, again with this option
enabled.

there's a bug somewhere in coreboot libgfx probably that can
be fixed, to make it work: allow switching between cards.
otherwise, we'd probably need to use the intel oproms for
igpu, and handle those in vendor.sh - not ideal, as it would
be a freedom regression. what i might do in that case is this:

have separate targets for these boards, with just edk2, and
oprom. but we'll see what happens.
